Resolved Our infrastructure provider, IBM Cloud, has mitigated the issue and things seem to be returning to normal on the Dashboard and other servers located in this particular data center.

Resolved We've isolated the issue and pushed a fix. The incident affected only the c0xxx Clouds on the Paas 2 Texas platform. Thank you for your patience and understanding.
